The Ministry of Emergencies of the Leningrad Region doesn't care about anything, but its own business

The Law and Order Committee of the Leningrad Region addressed the Heads of the regional district administrations with recommendations not to react on openly provocative actions of the Managing Office of the Ministry of Emergencies of the Leningrad Region. The employees of the Managing Office insist upon the usage of paid services operating automatic fire prevention equipment that belongs to the organisations affiliated with General Biruykov’s family members. Earlier businessmen connected with Biruykov clearly demonstrated their ignorance of the local officials.


Do not trust the firemen!

We learned about the letters, sent out to the Heads of the district administrations of the Leningrad Region by Alexander Zholobov, the 1st deputy chairman of the Law and Order Committee from our sources in Kirishi and Slantsy districts of the Leningrad Region. Actually these letters represent the official standpoint of the regional government, regarding the unprecedented cynical policy of the Managing Office of the Ministry of Emergencies of the Leningrad region. During the last one and a half years the Managing Office tried to push out from the fire prevention services industry the companies that are not connected to the family members of Maxim Biruykov, the head of the Managing office.

We already reported about the actions of local firemen regarding one of the main participants of this industry – the private monitoring centre “Volna” (http://oglaskaspb.com/eng/authority/a116/). At the beginning of 2012 the special equipment -«Strelets Monitoring», that was installed at the federal fire stations abruptly stopped to take fire emergency signals coming from “Volna” monitoring centre. The latter was servicing more than 500 locations in the Leningrad region, including hospitals, schools and kindergartens.

The “system failure” was due to personal factors – after Boris Alexandrov, Director General of “Volna” monitoring centre terminated service contracts with “Fire Monitoring Services” and the “Monitoring Service – Leningrad Region”. These contracts were purely fictional and not their contents but their connection to Sergey Biruykov, the former deputy of the Head of the Managing Office of the Ministry of Emergencies of St. Petersburg.

The latter is the father of Maxim Biruykov, the Head of the Managing Office of the Ministry of Emergencies of Leningrad Region, whose subordinates followed the orders to re-programme the “Strelets Monitoring” monitoring equipment installed at fire stations so that it won’t take emergency signals coming from “Volna” monitoring centre.

Nowadays the situation went that far, so that the actions of Maxim Biruykov's employees have caused serious concern in the upper levels of the government of Leningrad region. Alexander Zholobov’s letter is directly connected with this case - he actually calls on not trusting the firemen, when they convince to install the specified equipment or to sign the contracts with specific companies.


«Unlawful claims….»

Below are some extracts from the brief:

«It was reported to the Law and Order Committee of the Leningrad Region that…the employees of the managing Office of the Supervisory Activities of the Managing Office of Ministry of Emergencies of the Leningrad Region insist on signing the contracts for monitoring of the locations with the companies that have signed contracts with the Main Headquarters… Otherwise the permit for opening secondary schools and children’s summer health camps won’t be signed…”

According to the… directive, programmable machine unit «Strelets Monitoring» provides the connection of the fire-prevention devices and systems situated at the administered locations by using the devices that transmit messages of various kind and using various connection signals. The decree doesn’t oblige the companies to install  “Strelets Monitoring” monitoring equipment only.

The companies have the right to sign the contracts with any provider of automatic fire extinguishing systems and signalling devices….whereas the fire departments of the Ministry of Emergencies of Russia are to take the signal coming from the location by using the installed “Strelets Monitoring” unit…

Based on the analysis of the legal acts and other documents, I declare that the requirements to sign the new contracts for the installation of the automatic fire extinguishing systems and signalling systems are unlawful, when the latter comply with the legal acts effective in the Russian Federation…”

The following letter can only be interpreted as a demand to abolish the unfair competitor’s fight. However, the Managing Office of the Ministry of Emergencies of Leningrad District makes no effort of interpreting the standpoint of the local authorities – it simply ignores it.


«We don't care»

About a year ago similar letters were sent out to regional administrations by the Vice Governor Andrey Burlakov. There he warned local officials not to accept the actions of the employees of the regional Managing Office of the Ministry of Emergencies.

“I would like to draw your attention to the fact that the legislation about fire safety contains no requirements about the use of an equipment by a specific producer… In order not to breach the Federal Law from 21.07.2005 #94-ФЗ “Placing orders for delivering goods, carrying out works, conducting services for the government and municipality needs” and penalising budgets on all levels, please consider the information mentioned and do not allow the unjustified spending of the budget means…”

In August last year Sergei Garmash, the head of the Vsevolozhsk region personally contacted Herman Stadtler, the Prosecutor of the Leningrad region and requested him “in order to prevent emergency situations, to take measures of prosecutor’s response and restore the correct functioning of the fire monitoring systems in schools, kindergartens and hospitals”. The letter also drew additional facts about unfair competition, led by the employees of the Managing Office of the  Ministry of Emergencies in the interests of their chief’s family business.

The head of the Vsevolzhsk administration also mentioned the fact that “the equipment in the hospitals, schools and kindergartens was installed using the means of the municipality budget of the Vsevolozhsk region. This means, that the requests of the firemen to install new equipment in these locations only because of the fact that it should be purchased from the company owned by the Biruykov’s family purely means the spending of the taxpayer’s money.


A year passed since the appeal of Andrei Burlakov and Sergei Garmash during which they were completely ignored by the management of the regional Managing Office of the Ministry of Emergencies. It seems, there will be a similar response from the firemen to the standpoint of the Law and Order Committee, represented by Mikhail Zholbov. However, this situation cannot last forever – the conflict of commercial interests, led by the top management of the regional managing office of the Ministry of Emergencies went beyond all limits even for such a law-unabiding state as Russia.
