A drug hideaway was uncovered at a fire station

Five staff members of the fire station №60 in the town Volkhov in Leningrad region were caught consuming and selling drugs during a police raid that was conducted by the Federal Service of Drug Control. Two criminal charges were initiated and one fireman was fired. It was found out that the firemen who are subordinate to the Managing Office of Ministry of Emergencies of Leningrad region were performing their duties under the influence of drugs – Morphin and Cannabis substances were detected in their blood.


Fire raid

Only one single detail is hardly believable in this story- it all happened in the acting Federal department of the Ministry of Emergencies, that in fact is continuously on alert; namely, the staff of this department who are the first ones to take the fire emergency signals, including the ones with a high lethal threat. So, the story that happened allows to assume that these firemen are inadequate and one cannot rely on them.

At the end of August 2013 the 3rd inter departmental division of the Managing office of Federal Service of Drug Control received an insider information about 29-year old Alexey Ledohovich, the staff member of the Fire Station №60 of Volkhov town in Leningrad region ( the fire station belongs to the state budget organization “1st division of Federal Fire Prevention service of Leningrad region” of the regional Managing Office of Ministry of Emergencies. The information contained the evidence that the above-mentioned person was distributing drugs on the territory of the fire station itself during working hours.

The information was treated seriously, so the house no 4 at Valya Golubeva street in Volkhov where the fire station #60 is located was searched by not only the members of the Federal Service of Drug Control, but also by the specialists of the regional Leningrad drug dispensary who arrived at the fire station with a mobile drug detection unit.

The results overcame all expectations.


Every 5th is a drug addict?

Alexey Ledokhovich was used for a test purchase. Ledokhovich, namely the staff member of the Ministry of Emergencies who was on duty was arrested at the moment of selling hashish to the member of Federal Service of Drug Control. A criminal case was initiated. The fireman who correctly evaluated the situation pleaded guilty and testified. In return, he was not arrested, however obliged not to leave the city. But his professional career in the Ministry of Emergencies was over- he was fired several days after the arrest.

However, the results of the raid of the Federal Service of Drug Control in Fire Station №60 were not limited to this fact. Each of the 25 staff members of the fire station was tested for drug consumption. And it was found out, that 4 staff members tested positive according to chemical-toxicological expertise. Three firemen tested positive for cannabis, and the fourth tested positive for morphine. Thus, a peculiar pattern was outlined: every 5th staff member of the Federal Fire Emergency Service of the Managing Office of Ministry of Emergencies of Leningrad Regions either consumed or distributed drugs.

As a result of a raid by the Federal Services of Drug Control, 2 criminal cases were initiated (article 228.1, paragraph «b», part 3 of Criminal Law of the Russian Federation: “Illegal production, distribution and transportation of drug substances”…and additionally an “illegal production, distribution and transportation of plants containing drug substances”). According to criminal law of the Russian Federation the sentence for such crimes can vary from 8 to 15 years in prison.

According to our knowledge, currently the investigation process is not going as promptly as it could be. There are rumours, that Maxim Biryukov, the General of Internal Services and the Head of the Managing Department of the Ministry of Emergencies of Leningrad Region (we reviewed his professional activity on numerous occasions because of his use of his official position in the interests of his family) is trying to hinder the investigation because when such high-profile cases are brought to court, it can  prove bad for the reputation of the department that he manages.
