Emercom Generals Off to Conquer the Crimea

Now the Crimea will become truly a part of Russia, with Russian-scale corruption, unfair competition, hypocrisy and bribery making their way to the region. This joyous news was shared on the air of the most democratic radio stations in Russia by retired Emercom General Viktor Krivoshonok. It could very well be that Maxim Biryukov, head of the Leningrad Region Emercom Office, will soon head to Crimea, too. Sources say that his career in Leningrad Region will soon be over - now Biryukov is spending most of his days on sick leave. 


Lucky Foreign Spies

The interview, which the former head of the Northwestern Regional Center of Emercom of Russia Viktor Krivoshonok and Deputy General Director of ZAO Argus-Spectre on Legal Issues Nina Voronova, gave to Ekho Peterburga, is indeed fascinating. They said that Argus-Spectre has developed a unique automated fire alarm system, and foreign spies are all running after it. See, with these secrets Russia, proudly represented by Argus-Spectre, will leave the entire world hopelessly far behind. But lo and behold, there appeared a treacherous enemy who got hold of those secrets. And that enemy is the Russian Federal Anti-Monopoly Service!

Just imagine the cynicism of this situation: AMS people dared to look into the activities of Argus-Spectre, were bold enough to confiscate some documents after searching the premises, and - would you believe that? - cast doubts on legality of Argus-Spectre actions, in whose interests some of the most prominent Emercom officers force businesses to acquire their products. In particular, so does Maxim Biryukov, Head of Leningrad Region Office of Emercom. General Biryukov's father has long been intensely engaged with the Argus-Spectre business. Indeed, Viktor Krivoshonok had had no other options except go complain about the outrageous behavior of the Anti-Monopoly Service on the air of Russia's most democratic radio station.

"The Federal Anti-Monopoly Service searched the enterprise, which delivers special equipment for Russia's Emercom, in order to obtain information on the equipment that they designed," Viktor Krivoshonok told the radio audience.

"Why would they do this?" the famous journalist Sergey Buntman asked.

"Why?" Mr. Krivoshonok echoed indignantly. "The Federal Anti-Monopoly Service wants to force Emercom to use the technological fire alarm scheme that is being lobbied by certain manufacturers of radio electronic equipment!"

"Is it so?" the perplexed journalist asked.

"It is!" the retired general exclaimed. "This list includes foreign manufacturers, and those organizations who illegally transfer fire alarm messages..."

Lucky foreign spies. They have luckily recruited the Federal Anti-Monopoly Service of Russia and now they are happy readers of super-secret documents. Hey-ho, we are up to some fun now!


Monstrous Lies Are Readily Believed

This, in fact, is not too difficult to predict. With active assistance of Viktor Krivoshonok and Maxim Biryukov ZAO Argus-Spectre has effectively destroyed the automated fire alarm business across the entire constituent region of the Russian Federation. It all started with a buddy of Sergey Biryukov, former deputy head of the St. Petersburg Office of Emercom (father of Maxim Biryukov), whose name was Alexander Chupriyan, and who was Deputy Emercom Minister. Chupriyan made sure the federal authorities supported the idea of installing Strelets software in every federal fire department across the country. Then Chupriyan made sure that Argus-Spectre was assisted by small private companies, supposedly intended for servicing fire alarm systems installed by private companies so that they could be integrated with the Strelets system.

In reality no special servicing was needed, and the companies were intended for something very different: all manufacturers of automatic fire alarm systems were made to understand that unless they paid up, they would not be able to sell their products - an ordinary corruption scheme. In Leningrad Region, for instance, such "mediator" companies included OOO Vector Severo-Zapad and OOO Leningrad Region Monitoring Service (which had at one point been headed by Sergey Biryukov).

These are, actually, all the secrets that the Federal Anti-Monopoly Service was interested in after Boris Alexandrov, General Director of the largest automated fire alarm manufacturer - OOO Volna, revoked the fake contracts with the said companies and openly declared that as a career officer he was involved in legal activities and was not going to pay any bribes simply because Argus-Spectre wanted so. Boris Alexandrov and several other market participants filed their petitions with the FAS, and that led to an inquiry into their activities.

So there were no foreign spies involved! But Viktor Krivoshonok would not have said that on air of Ekho Peterburga. Over many years of service he had mastered well the main principle of propaganda: "Monstrous lies are readily believed."


And Then We'll Conquer the Crimea!

The interview granted by Mr. Krivoshonok to the most democratic Russian radio station ended triumphantly. Argus-Spectre was going to conquer the Crimea! Should we assume that the peninsula annexed by Russia will soon be engulfed in the same wild corruption advocated by ZAO Argus-Spectre with the help of the likes of Biryukov and Krivoshonok, with direct participation of Nina Voronova, General Director of ZAO Argus-Spectre on Legal Issues. Could it also be that Maxim Biryukov and Viktor Krivoshonok will soon both find themselves in the Crimea?

Rumors abound that General Biryukov, the mastermind behind the corrupt activities of Argus-Spectre in Leningrad Region, is entering a critical stage in his career. Some sources hint that the Moscow headquarters had already suggested a long leave of absence as a politically necessary step. And then the situation got worse on June 3, 2014, when one of Biryukov's top-ranking subordinates, Viktor Luzin, who was his deputy and, concurrently, head of the Supervisory Board of the Leningrad Region Emercom Office, decided to celebrate his daughter's birthday. The celebration took place in the Murino Headquarters of the Leningrad Region Office of Emercom. During the event one Colonel of the Interior hit head of one of the Departments with a chair on his head, and the latter got a concussion.

Then there started appearing alarming signals concerning illegal distribution of financial resources that were allocated by the Logistics Department of Leningrad Region Emercom Office for repair of fire trucks, cleaning of uniforms and gear, etc. Some people have mentioned that one of Biryukov's subordinates who oversaw distribution of this money demanded cuts from their own colleagues...

Another warning sign is the situation in Department No. 19 of the Federal Firefighter Division of Leningrad Region, which services the city of Sosnovyi Bor, where the Leningrad Nuclear Power Plant is located. Supposedly one of Biryukov's subordinates has been demanding cuts from this Department, taking up to half of bonuses and financial benefit payments issued to ordinary staff members, and pays enormous bonuses (up to RUB 200,000) to people with special considerations, while ordinary firefighters who risk their lives daily are forced to work for very little.

Our sources in Emercom say that this information has been forwarded up to top Emercom officials. This may lead to that the current head of Emercom office in Leningrad Region will soon have no other alternatives but to go conquer the Crimea now. It is not unlikely that he will enter this leg of his career as a retired general.
