Rosgranitsa case: contrariwise a year after

Georgy Belousov, a businessman that initiated a high profile criminal case on the misappropriation of the budget funds by the former management of Rosgranitsa, gives confusing evidence.  Twice he describes differently his acquaintance with Dmitry Bezdelov, the former head of Rosgranitsa; he provided an incredible account of the bribe process itself and lastly stated to the inquiry that the “Adler” railroad checkpoint was partly constructed with his own finance and that he paid bribes in order to carry out charity activity.


Turning oneself in

A criminal case about the misappropriation of the budget funds that had been assigned for the reconstruction of the “Adler” railroad checkpoint began when Georgy Belousov, director general of LLC “Reconstruction department 5” (“RSU 5”) in St. Petersburg had written a voluntary statement about a crime that he had committed. A businessman had described corruption activity of two government officials: Oleg Senkevich (Oleg Motov at the time), a former head of Rosgranstroy (a subordinate body of Rosgranitsa) and Sergey Kozlenkov,  his former deputy.

According to the Georgy Belousov statement got to know him through a mutual acquaintance, after the latter offered Belousov to take part in Rosgranitsa government contract and he agreed to. A businessman writes that his communication with a former high ranking official was happening through another mutual acquaintance, some Nikolay Alexeev, a close friend of Senkevich with whom they worked together in one of Gazprom companies.

Allegedly Alexeev promised Belousov that LLC “Reconstruction department 5” (“RSU 5”) will take part in a state contract on the reconstruction of the “Adler” railroad checkpoint on the condition that 20% of the contract sum would be assigned to “Rosgranitsa” management.

In October 2009, according to businessman's statement, Alexeev introduced him to Senkevich,  then head of Rosgranstroy. On Novemebr 5, 2009 a state contract on reconstruction of «Adler» railroad checkpoint was signed, and 1.2 bln roubles from the state budget had been transferred to the correspondent account of LLC “Reconstruction department 5” (“RSU 5”) in “Agrosoyuz” bank. In November 2009 Georgy Belousov organises his first private meeting with Senkevich, where he reminded again about the obligations to pay him out 20% of the sum of the contract.

Banking details of LLC “Stroycity” (“Construction city” and Stroysetservice” (“Construction network service”), to which Senkevich according to the initial statement of Belousov requested to transfer the money, had been handed to him by Vasily Yatskov, the vice-president of “Agrosoyuz” bank. According to his statement, Belousov contacted an acquaintance who could cash the money and the latter transferred according to Yatskov instructions, and cashed 18 mln roubles; allegedly they were handed to Yatskov by Belousov.

Another 8 mln roubles according to the statement of georgy Belousov he had to hand in to Segey Kozlenkov, because the latter had slowed down construction works in order to get 8 mln roubles from Belousov. The businessman gave an account of how he handed the money in parts to Kozlenkov.

So is the initial statement of businessman from St.Petersburg who had in fact initiated this criminal case. This statement is above all interesting because a year later he himself contradicted it.


What did actually take place?

In 2013 described his acquaintance with Dmitry Bezdelov. Allegedly, not long before the signing of the state contract Nokolay Alexeev advised Belousov to open an correspondent account in “Agrosoyuz” bank for LLC “Reconstruction department 5” (“RSU 5”); and when Belousov claimed that he did not have the necessary 20 mln roubles to make an application for the competition, Alexeev reassured him that Belousov could take credit in “Agrosoyuz” bank.

In September 2009, according to Belousov, Alexeev introduced him Vasily Yatskov, the vice-president of the bank and Denis Ovcharenko, the founder. The meeting was interrupted by some man, who asked to talk to Yatskov. This man, as Alexeev allegedly told Belousov, was Bezdelov himself. 

Later on Director General of LLC “Reconstruction department 5” (“RSU 5”) described the meeting completely differently. It turns out the meeting took place not in September, but in November, Belousov especially point this out, which is however absurd, because on the 5th of November the state contract was already signed and 20 mln roubles necessary for the competition application had been obtained and sent to “Rosgranitsa”. Furthermore, according to the new version Denis Ovcharenko was absent at this meeting and Belousov can not name the exact reason for the meeting in his new statement from 2013.

Therefore , a logical question arises if such a meeting actually took place? Or perhaps Belousov was clearly instructed what specific details he should have told about this meeting?


A present from Africa

In his statement Georgy Belousov describes another meeting with Vasily Yatskov, the vice-president of «Agrosoyuz» bank, a meeting which subject cannot be easily forgotten. According to the businessman, at the meeting the banker gave him a note with bank details of LLC “Stroycity” (“Construction city” and Stroysetservice” (“Construction network service”). According to the inquiry these companies are nominal, to the accounts of these companies Belousov should have transferred on the fake accounts 20% of the overall sum of the contract. Let us clarify just in case, that it means 20% from 1.2 bln roubles, namely 240 mln roubles.

Georgy Belousov gives a peculiar account of this meeting. Supposedly Yatskov handed him the mentioned note, but didn’t explain him clearly. Belousov supposedly understood what it was al about, because he remembered that before signing a state contract, firstly Nikolay Alexeev and later Oleg Senkevich have told him that he must pay “otkat” (payout) in the amount of 20% f rom the sum of the contract.

The following events according to mister Belousov take unexpected turn. Allegedly he doubts to transfer the money to bank accounts of the unknown companies and contacts the individuals who can cash 18 mln roubles and transfer the rest of the money to the companies provided by Yatskov.

18 mln roubles that were cashed, Grigory Belousov supposedly transported in a bag to Moscow, where he called Yatskov in advance to inform him that he is bringing him a “present from Africa”. In the office of “Agrosoyuz” bank Yatskov, according to Belousov’s statement, didn’t ask him anything. The businessman only said “18 million”, and after that led him to the bank vault, where the bag with the money was eventually left. Inquiry asked Belousov a logical question, how did Yatskov know for which purpose are the money before taking them; however, the businessman couldn’t clearly answer the question, claiming that it was clear from the previous notice.

Yet the previous notice, in the way Belousov had described it, didn’t imply any manipulations with cash. And according to common sense, Yatskov couldn’t have expected a bag with cash from Belousov!


At own expense

However, the most peculiar claims makes the Director General of LLC “RSU 5” about his own role in what had happened. The claims are so conflicting, that it seems that not Belousov managed the general contractor company, but someone else, whose role, according to some reason he decided to take on.

As we found out, when turning himself in, Grigory Belousov found himself guilty in assisting to the misappropriation of the budget funds, assigned for the reconstruction of the railroad checkpoint “Adler” within the state contract with “Rosgranitsa”. He also mentioned that “Rosgranitsa” employees and its representative had forced him and admitted that partly the stolen money he had transferred to the company accounts with which he had signed contracts on demand of “Rosgranitsa” employees, and the rest he had spent on his own needs.

However, in January 2014 these revelations miraculaously transformed.

Mister Belousov suddenly claimed that he didn't spent the moeny obtained within the state contract on his own needs, and that LLC «RSU 5» headed by him received no revenue. According to the updated statement by Georgy Belousov, “RSU 5” had spent 1 315 841 909 roubles and 73 kopeks to carry out the state contract for the reconstruction of “Adler”, which is 140 mln more than it had received from “Rosgranitsa”. These 140 mln, according to the words of mister Belousov, his company paid from its own funds.

Moreover, the businessman suddenly remembered the reasons anew, according to which he couldn’t carry out his obligations for the state contract. It turns out, that Rosgranstroy didn’t carry out its obligations and didn’t obtain the construction permit, didn’t execute the land acquisition and other paperwork aspects.

This way in one year a businessman who pleaded guilty to paying bribes for his own sake, turned out to be a well-doer, who had constructed a state object using his own funds. The bribes which he paid and to which he had confessed, he presumably, paid for the right to carry out his charity work.
