Master of intrigue and flattery

Julia Strizhak

A spokesman for the vice-governor of St. Petersburg Vasily Kichedzhi, and sister of Nika Strizhak -well-known TV presenter - Julia has broken the career of a People Artist of Russia and nearly has broken another one's. The first one - Sergey Stadler - scandaliousely lost his post of rector of the St. Petersburg Conservatory. The second one - Yuri Temirkanov - luckily managed to get rid of Julia Strizhak. Surprisingly, numerous complaints to the police about the theft of money by Yulia Strizhak have not lead to any result. Now she has found a new victim ...

"Arts Square"

At first Mrs. Strizhak almost got in trouble the great Russian maestro Yuri Temirkanov. This was after she had lost her job at the federal "Channel 5" (she was also dismissed out of the Philharmonia later, as well as out of the St. Petersburg TV channel "STO-TV" and out of the Conservatory) — she has been fired on the same reason: unprofessionalism and evil nature.

For example, at the "5th" there was a story. Julia Strizhak stood in the hallway talking to someone, and she was passed by the officer who did not greet her. She began to drive him out of the place. The methods she used were so unintelligent that she ended up having been dismissed by herself. Then the sister of hers - Nika Strizhak placed her into the Philharmonia. So she appeared to get to the birthplace of Yuri Temirkanov.

At the Philharmonic she got into trouble once she had publicly stated that she had been the creator of the festival "Arts Square". The real founder and ideologist of the project - Yuri Temirkanov - could not have stood that. In October 2009, she was fired. Then the more socially adapted sister helped her get on the STO television channel, and then to the Conservatory.

 Under the sign of eternity

The story of the Philharmonia did not teach Julia Strizhak anything. At the Conservatory she stuck her foot in her mouth saying she was the initiator of the festival "Under the sign of eternity," which actually had been created by the composer Victor Vysotsky, and led by the (then) rector - Sergey Stadler. Stadler did not fire her then, but his attitude has been changed dramatically.

And before that, they had had great relationship - Julia even was expected to receive the vice-rector post of the Academy of Music. Strizhak touched the right chord of Stadler: he knows that many people consider him "young genius" who is getting retired as a violinist. A schemer and persiflager Julia Stadler constantly reminded that he is genius at corporate events, and called him a"lump". And he turned out to be extremely fond of flattery.

But Stadler fired Strizhak not because of her flattery. She was a vice-rector for theater and concerts and Stadler wanted to show himself as a great opera conductor. This is a very finest stage for a musician: it is difficult to conduct the opera, but it is very prestigious. For example, Valery Gergiev at the Mariinsky rarely conducts ballets: "that's beneath him."

And Strizhak scratch out money on staging from the economy rector Sergei Smolyaninov. On it was a huge share of the money earned through commercial students of the Conservatory. But there were no worthy performances, there was simply noone to do them. As soon as Smolianinov realized that, he stopped giving money to Strizhak. For him, it was the beginning of the end: July 16, 2010, on his birthday, he was given an order stating that he had no authority any more. In October 2010, he was dismissed from the Conservatory.

Those who are aware, have no doubt: Julia Strizhak managed to crank up the intrigue and set Stadler against Smolyaninov.

 Sergey Stadler

Korean Iolanthe

Roughly the summer of2010 inthe Admiralty district of the Economic Crime Department published a statement against Yulia Strizhak. At the Conservatory they say they do not know who wrote it. But everybody knows that that was made by the "financial" pro-rector Smolianinov. One way or another, then Strizhak first appeared in the operational materials of the "Conservatory case".

The episode, which could have become a criminal case against Yulia Strizhak, concerned the so-called "Korean concerts" - 2 concerts and the opera "Iolanta". The Koreans performed them in the Hall of the Conservatory, but did not advertise themselves. Who knows who gives concerts, maybe those are the regular artists. Conservatory paid them "under the table". The fee included: rent of the hall, choir, orchestra, cloakroom, etc.

Strizhak personally received $25,000 incash for every "Korean concert," . And paid out cash to those who took part in the concerts. So, she gave 100 thousand rubles for the concert to the director of the orchestra Igor Vorobyev - on all its musicians. This is quite a lot, because the standard "call" a musician in St. Petersburg (participation in rehearsals, concerts, if not a state member) costs 1,500 rubles.

Vorobyev did not trust Strizhak intuitively, therefore, when he handed out money and asked to sign each musician in the list. Subsequently, that saved him from accusations by the investigation.

 Sergey Smolianinov

October 7, 2010 Smolyaninov, Vorobyev and Strizhak were summoned to the Economic Crime Department - for the "Korean" money. Just before, Strizhak asked Vorobyov to tell the police that he received the money in the accounting department. Orchestra director refused and told honestly thathe had been given the money by pro-rector for TKD Strizhak. He knew that the police would easily refute the version of the receipt of money in the accountancy - just by performing a notch.

Economic Crime Operatives also interviewed musicians of the orchestra. Thу later had been pushed by Strizhak; she demanded that they stipulated Vorobyov: they had been deprived of bonuses suddenly, someone got reprimands. But the musicians as a whole normally give a hand to each other when it comes to the "outsider." - despite the spider jar, they exist at. Strizhak is an outsider for them, because she is not a musician. And they rose up the mountain for their director.

Strizhak tried to put pressure on Vorobyov. After the concerts he gave her original statements, and she thought that he had no way to prove that those statements existed and she set him up. But the director of the orchestra had copies that he brought to the DAEC.

In fact, those copies were the only evidence in the case. Investigators either did not find or did not want to finв any other documents. They said at the Conservatory there were more documents, but the authorities of the Admiralty district of the DAEC had been paid to get disappeared. Most sources we interviewed in the police are inclined to think that there had been nothing else- not just in the police, but in general. No one made out any papers for the shows. Only Koreans could have provided more evidence in the case; and, first of all, they are in Korea now, and nobody knows who was there, and secondly, they are not such fools to state they paid "under the table".

Stadler did not participate in this story, and even more - "he hid his head in the sand". Once Strizhak decided to "squeeze" 20 thousand rubles in her favor out of the "Korean" hundreds paid to orchestra. Vorobyev ran complaining to the rector. But the later mumbled, "Well, you solve it somehow." Being fascinated by Julia's flattery, he did not want to believe in her theft. By the way, the real nature of the intriguer became apparent very quickly: Strizhak was the first one to turn her back off Stadler when he was first fired, it was April 4, 2011.

Knowing that the next candidate for the dismissal may be herself, Strizhak immediately rushed to the Acting Rector Dmitry Chasovitin and asked, "Let me do some ballets". It was about the ballets which appeared to be a second episode in the criminal case which Julia Strizhak featured at.

"Swan Lake"

There is a ballet "Swan Lake" at the Conservatory. In 2010-2011, it was actually the only one. The rest were rarely or never went on at all, because the ballet was also very weak. A "Swan", even though it was of terrible quality, it was good for the summer foreigners who do not care — just let them have Tchaikovsky and white tutu.

The play was 3 times a week from May to October — during all the navigation. Foreigners bought tours to St. Petersburg on the boat, got an entertainment package, which also included the "Swan". They paid $ 50 for the ballet tickets.

The contracts with the Conservatory were drawn up so that each performance gave the Conservatory from 100 to 240 thousand rubles. The hall capacity is 1,700 seats, and it was usually full. Thus, the Conservatory received a maximum of 143 rubles per ticket. It's the official part.

Unofficially, Strizhak received 2,000,000 rubles in advance for performances in May 2010. And this advance had to be worked out. If she had been fired immediately after Stadler, the new Vice President for TDK could have changed the intermediary company that organized tours with the "Swan".

When Strizhak was there – the organization of that part of the tour was arranged by the company intemediating between the travel agency and the Conservatory - the company "Maximilian". It was especially advantageous for her as there had been several "Maksimilians" - some had been engaged in tickets and others – in tours, but both belonged to the same people.

Conservatory chose a mediator through a tender. Strizhak was responsible for the selection. "Maximilian" paid a bribe to win the tender, and then paid in cash to the same Julia: anything that did not fall into the official 143 rubles per ticket.

It is possible that the second statement to the DAEC was also written by Smolianinov because he used to be very indignant that the Conservatory did officially get very few funds of the most profitable financial operations. And when he was fired (in October of 2010), he retained the "knock in".

They say that after the dismissal of Smolyaninov, some Conservatory employee had been caught in the moment "Maximilian" handed him the money for Strizhak — for the second "tranche" of concerts in June. There was visa by Strizhak (as rector for TCD) on the contracts with "Maximilian", so it was assumed that she would be promoted formal charges.

No one in the police did say what had happened with that episode. But in the summer of 2011 Julia Strizhak was dismissed of the Conservatory.

Intrigue almost worked out

From the beginning of conflicts with the pro-rector Smolyaninov and director of the orchestra Vorobyev - Julia Strizhak actively tried to use the relationship of trust with Stadler to remove them from the Conservatory.

November 13, 2010 Stadler ruled Order number 876 to create a committee to conduct an internal investigation on the grounds of fraud and unfair contractual obligations on the part of the customer and the contractor under the contract b / n on 15.04.2010. This agreement was signed between the Conservatory and the Company"Olimpstroy". The essence of the contract - repair of roof of the Conservatory. The total cost of the work specified in the contract - 6796539, 22 rubles.

According to the results of the coommittee work, financial irregularities had been revealed. Stadler officially asked the prosecutor of St. Petersburg with a request to prosecute Smolyaninov for those violations. In the Investigations Division at the Admiralty district RF IC in St. Petersburg, there have been two parallel criminal cases opened: № 109959 and № 288217. The two cases were merged into one case investigated by Ishmukhametova, the investigator of the First Investigative Division of the Second UROVD GSM RF IC in St. Petersburg.

Magically, Stadler (by the time his relationship with Julia Strizhak had been finally soured) got evolved from the applicant to suspect in the case by Ishmukhametova. November 11, 2011 the investigator Ishmukhametova issued a decision on putting him under house arrest as a preventive measure. Stadler was charged with committing an offense under paragraph 4 of Article 159 of the Criminal Code ("fraud committed on a large scale by a group of persons"). It was an episode of roof repairs by the "Olimpstroy".

However, further prosecution for Stadler was discontinued due to lack of components of crime in his actions . Nothing is known on the prosecution of his opponent Smolyaninov. Julia Strizhak had nothing to do with it as well.

 Vasily Kichedzhi

A new victim

Next victim of the experienced intriguer and flatterer is already defined — this is the vice-governor of St. Petersburg - Vasily Kichedzhi, who oversees the city government in the sphere of culture, media and temporarily housing. TV presenter Nika Strizhak, sister of Julia, has arranged her a post of press secretary to him shortly after the controversial dismissal of the Conservatory.

 Dmitry Meskhiev

In 2012, the year after the dismissal of Dmitry Meskhiev from the post there was an issue under discussion - who will become chairman of the St. Petersburg Committee for Culture. Kichedzhi heavily promoted her candidacy. The issue was almost resolved. Strizhak gave comments like, "I do not know, I do not know," but she believed that she had been practically appointed. They say, vice-governor of St. Petersburg Igor Divinsky stood against; he is said in the Smolny to hate Strizhak.

 Igor Divinsky

As a result, Julia Strizhak remained in the office of spokesman Deputy Governor Vasily Kichedzhi at the post of press secretary, but informally she is now in charge of the St. Petersburg culture ,and is responsible for receiving and transmitting the kickbacks to the chief organizers of the city and district holidays (this is the activity of the Committee on Culture - the most corrupt comprehensive, it is no wonder she has become a reason for the resignation of Meskhiev). Fortunately, Julia Strizhak has obtained conservatoire experience and established contacts in law enforcement agencies. However, when it comes to the actual investigation of the culture officials curated by Kichedzhi, Julia Strizhak will be the first to turn away from him and give testimony favorable to herself - as she did in the case of Sergei Stadler.
