A body appeared in a fight against Karelian drug trafficking


Sergei Kozyrev
Father of the convicted entrepreneur for Karelian drug trafficking appealed to the Investigation Committee; he required to file criminal charges against employees of State Drug Control Committee; he claims they made their agents foreswear against his son. The agents themselves also stated in the RF IC: they falsified operational experiments and foreswore in court under the pressure of the fighters with the drug trade. The criminal case was refused, and one of the agents died under mysterious circumstances.

  

  

They did not listen to repentant agents

Businessman Victor Kablukov appealed to the Sortavala Inter-district investigation department RF IC of Republic of Karelia as soon as a conviction in respect of his son, Sergei, by Sortavala Municipal Court of the Republic of Karelia came into force, despite numerous appellations. Confessions of former agents of interregional Sortavala Office of the Federal Service for Drug Control in the Republic of Karelia did not help Kablukov Jr.; they confessed falsifying test purchases of drugs from the young man. Based on these purchases, Sergei Kablukov was charged with drug trafficking and subsequently received 7 years of imprisonment.

Both agents testified against Kablukov Jr. during the preliminary investigation and at the first trial; and then they confessed: they were forced to do so by members of the Karelian State Drug Control Committee, headed by the chief of Sortavala inter-district department, Sergei Kozyrev. In fact, they never bought drugs from him and were not even acquainted with him. However, the Karelian court did not notice it somehow and did not take into account new evidence of agents, and the harsh sentence came into legal force. Investigation Committee did not see the articles of the Criminal Code

Victor Kablukov was not the only one who appealed to the Investigation Committee- similar statements have been written by the former agents of the Karelian State Drug Control Committee, saying that so they had slandered Sergei Kablukov under pressure of their supervisors in uniform.

According to Kablukov Sr., there was an investigation verification carried out, during which both Valeriy Sokolov and Alexei Babikov were thoroughly interviewed. The first one was checked at his home near Sortavala, the second one was serving his sentence in a prison in the Murmansk region.

Testimonies by the agents turned out to be much more interesting than just confession of stipulation. Agents told that officers of the Karelian State Drug Control Committee had been supplying them with drugs on a regular basis for many years; thus they had actually tied the two drug addicted agents to themselves.

In addition, the explanation of one of the respondents indicated that an officer of the Karelian State Drug Control Committee, Oleg Pavlenko passed the drugs not only for personal consumption but for sale over a fairly long period of time. The man spoke in detail of how and where he used to receive drugs from Oleg Pavlenko and the way he had been selling them and paying to the Federal Drug Control Service officer.

The investigator who conducted the inspection of the Investigative Committee, Mr Kocherov questioned Pavlenko; he expressed outrage by slander of his former agent. But one should note that the officer did not go to court to legally prosecute the respondents for libel. They say that in the near future he plans to grow his career.

There is testimony in respect of chief of Sortavala inter-district FDCS, Sergei Kozyrev in the materials of verification. According to the former agent of Karelian Gosnarkokontrol, Mr Sokolov, Kozyrev had regularly supplied him with heroin - though not for sale but for personal consumption.

Mr. Kozyrev was interviewed during the inspection, and certainly he categorically denied that information.

In the course of the audit, investigator Kocherov could not or did not want to see a reason for criminal prosecution, for example, due to the fact of "false testimony" (307-th article of the Criminal Code).

If such a case has been brought, then Sergei Kablukov’s sentence would have been retrialed in connection with newly discovered evidence. Now his only chance can appear in Russia's Supreme Court.


The former agent died of an overdose.

Young man's father decided to conduct his own investigation in parallel with the ongoing verification of the Investigation Committee; his purpose is to prove that the head of the Sortavala interdistrict UFSKN of the Republic of Karelia, Sergey Kozyrev, distributes drugs instead of fighting against drug trafficking.

To do so, he asked one of the agents who had slandered his son, i.e. Valery Sokolov - to purchase heroin from the head of Karelian drug police with a covert videotaping.

This experiment has been a success for several times. Victor Kablukov passed the received packets of heroin to the Investigation Committee, and, according to him, to the local division of the Federal Security Service even - but no procedural consequences happened. In principle, the result is predictable: according to current legislation, only special services have the right to document procurement of drugs, and this should be done in a prescribed way. Actions of Victor Kablukov did not fit in this procedure, and therefore, any results of such actions should never be recognized as valid evidence.

Victor Kablukov gave one of them made videos to the Editor office of "Oglaska". It shows Valeri Sokolov telling about alleged phone call to Sergei Kozyrev, then he goes into the building department in the Federal Drug Control Service in Sortavala, sometime after he comes out and sits in the car of Victor Kablukov and unfolds bag with the powder in front of a video camera. When doing so, Sokolov says: there is heroin in the bag, which he had just received from a senior drug policeman.

Of course, these videos are not such a great proof from a legal point of view; they can be claimed. But all this "made the wave": Kablukov passed the btained "evidence" to the investigation committee and the Federal Security Service. Apparently, the staff of both agencies started asking unpleasant questions to Sortavalsky narcotics police, which could not lead to criminal prosecution, but spoiled ones mood.

According to Victor Kablukov, at the end of March 2012, Valery Sokolov ran up to him very frightened and said that he had been threatened by employees of Federal Drug Control Service. On the advice of businessman, Valery Sokolov wrote a letter to the Investigation Committee. This statement was written in the presence of the head of a Kaalamsky rural settlement, Alexander Gordienko

A few days later, Valery Sokolov was found dead in his house. According to the medical expertise, he died of a drug overdose. We also became aware of the threats against other participants in this story.

Victor Kablukov believes that the former agent was killed - he was a drug addict with a solid experience and he knew exactly the dose of one injection possible.
