Threebodies appeared in the fight against Karelian drug trafficking

Karelian businessman Victor Kablukov appealed to the Investigation Committee with a request forthe state protection. He fears for his life after unsuccessful appeals to the law enforcement authorities because of the illegal activity by the head of the Sortavala Department of the Federal Drug Control Sergey Kozyrev. At the time of applying three inhabitants of Kareliadied, they had agreed to assist Kablukov in gathering evidence. Businessman was denied of the State Protection.

 

The death of the three informants

Karelian businessman Victor Kablukov asked for the State Protection in the local branch of the Investigative Committee, after three people had been unexpectedly killed all of them helped him investigate privately the activities of the head of Department of Sortavala interdistrict FDCS of the Republic of Karelia Sergey Kozyrev and his subordinates.

Victor Kablukov is father of Sergei Kablukov; Sortavalsky City Court of the Republic of Karelia sentenced him to 7 years in prison for drug trafficking. The case would not have been of any interest unless the agents of the local unit of Gosnarkokontrol, whose testimony was a basement for the accusation of Kablukova Jr., have not declared perjury. They confessed that they had slandered Sergei Kablukov and his accomplice Alexander Mamenchenko under the pressure of officers of antinarcotics agency.

"Oglaska" wrote about this (http://oglaskaspb.com/eng/deti/a48/), as well as about the fact that Victor Kablukov undertook his own investigation to prove the falsity of the allegations of his son, and interest of Sergey Kozyrev– head of the division Sortavala FDCS - and his subordinates in the fraudprosecution.

Victor Kablukov’s private investigation involved communication with the local drug addicts, who could tell of their relationship with employees of the Sortavala Gosnarkokontrol. Many were willing to get contacted as they had a claim to the curators of the agency.

But that private research undertaken by the businessman went on an unexpected way: three local drug addicts who had agreed to provide Victor Kablukov with information - died unexpectedly within 2 weeks.

 

Died under strange circumstances

In particular, Victor Kablukov persuaded one of the former agents Gosnarkokontrol Valeria Sokolov to confess stipulations of his son. He confessed to perjury, and spoke about the pressure on him by the officers of departments, then he suddenly died on 4 April 2012. A few days before his death, Valery Sokolov was very scared; he was afraid to come home, said that he feared some of the curators of his former anti-drug agency.

Forensic experts have determined that at the moment of the death Valery Sokolov was intoxicated, but the death cause was pneumonia. Victor Kablukov suggested that Sokolov had been "injected" – because the origin of pneumonia which ended up with death within one day is unknown.

April 17, 2012 28-year-old Natalia Adamovich died, another drug addict, who had promised to Victor Kablukovto tell him about some of the facts of her communication with employees of Sortavala Gosnarkokontrol.

According to forensic experts, Natalia Adamovich died from poisoning with rare drug substance that is almost never used in Karelia. But there were bruises found on her body, which could not have posed any threat to the health of the deceased, however, suggests possible criminal circumstances of the woman's death.

The next day, April 18, another addict whom Victor Kablukov communicated in his private investigation was killed. It was a 34-year-old Alex Abuyev, who died of a ruptured spleen. Experts pointed out that the rupture of the spleen of Abuev had traumatic nature; in addition, his body was covered with bruises and abrasions. Interestingly, at the time of death Abuyev was sober. A few days before his death, Abuev was detained by FDCS, and then friends of the deceased told that he had been severely beaten while in detention.

Karelian law enforcement authorities refused to open criminal cases in connection with the death of all the three drug addicts. Such an obviously criminal cause of Alexei Abuev’sdeath did not convincethe police to investigate it;the corresponding "abandoned" decision on this matter is referring to the lack of witnesses who could tell he had been beaten.

After all these accidents Victor Kablukovhas begun to fear for his own safety.

 

The leadership of the Federal Drug Control had no reason to doubt

Deputy Head of the Investigation Department of Sortavala interdistrict SU IC RF Investigation Department in Karelia -Zhuravlev refused to use measure of state protection for Victor Kablukov. He explained his decision by the absence, in his view, of any real threat to the businessman. No criminal cases have been opened on the facts of the death of three drug addicts, and then there is no reason to believe that they were victims of criminal attacks. Accordingly, Mr Zhuravlev be lieves that Victor Kablukov’s fear is the result of his personal anxiety.

Businessman tried to cancel the decision decliningstate protection to him in Sortavala municipal court, but October 4, 2012 the court took a similar decision to the one by Investigative Committee.

All the businessman’s applications to the Federal Security Service and the Investigative Committee had no procedural consequences. He did not manage to file criminal charges against Sergey Kozyrev and his subordinates, or even get a criminal investigation opened in court bacouse of the perjury of former agents of the Karelian Gosnarkokotrol.

In April 2012, the investigator of Sortavala Interdistrict Investigation Department of the Republic of Karelia SU RF IC - Kocherov ordered not to institute criminal proceedings on the application of Victor Kablukov. InvestigatorKocherovdid not find any essential elements of the offensein the actions of employees of Sortavala Gosnarkokontrol. However, in August 2012 Prosecutor of Sortavala overturned the ruling, but the fact remains that neither the management of Gosnarkokontrolof the Republic of Karelia, nor the central office of this respected agency has any official reason to take a closer look at the activity of Sergey Kozyrev, and in general in the crime situation in the Sortavalaregion of Karelia in terms of drug trafficking.

However, there is still something businessman Kablukov has managed to achieve.

 

Furniture for a bribe

When referring to the Investigation Committee, Viktor Kablukov complained to various illegal actions (in his view) of the head of the Sortavala Department of the Federal Drug Control - Sergey Kozyrev. In particular, the businessman described the case when he allegedly bought and gave Kozyrev his office furniture set - table and bedside table at the request of the latter.

Allegedly, in 2003 Sergey Kozyrev looked into the office of Kablukov in the Kaalamo village, and saw newly bought furniture. As it follows from the statement of Kablukov, Kozyrev asked for the same set of furniture to be delivered to his office.

During the audit undertaken by the Investigative Committee at the request of Kablukov - Sergey Kozyrev was asked about that old episode. With reference to the explanation of Sergey Kozyrev the determination had the following information stated: "In 2003, in view of poor logistical support (Kozyrev-red.)He turned to his friend Svetlana Lepeshkina and asked her to deliver a desk to the Sortavala Regional Department. After a while Lepeshkina brought a table and a cabinet..."

At first glance this story has no relation to Victor Kozyrevand Sergey Kablukov if not a thing: that table and cabinet were delivered in his office (according to Kozyrev) by Svetlana Lepeshkina- law wife of Victor Kablukova!

By the way, to our knowledge, Svetlana Lepeshkina categorically denied her personal involvement in the delivery of furniture and claims that it was made by her common-law husband.

Hence the question is: Why did not investigator Kocherov note this relationship and did not consider the supply of the furniture into the officer’s office to be a disguised bribe?
